Illinois’ 2024 report card was released first thing last Wednesday, October 30th. Thus far, CUSD 220 has been silent regarding the results, however one news report we posted stated:

“The report card shows that English language arts and math recovery in high school continue to lag. Proficiency rates in high school have trended down since 2019, and slightly smaller percentages of high school students met or exceeded grade-level standards last year, compared to the year before.”

220 has mounted a full court press for months trying to sway taxpayers to approve their $64M referendum.  To be fair, then, shouldn’t they be provided with 220’s summary (spin) of the latest report card results before those who have not voted do so?

We believe they should.

If the projections hold true, Democratic Gov. JB Pritzker could face difficult financial decisions, from increasing taxes to cutting spending. | Zubaer Khan/Sun-Times

By Dave McKinney | WBEZ CHICAGO

The relative financial calm that has marked Illinois Gov. JB Pritzker’s six years in office may soon be coming to a close as his administration Friday forecast a more than $3 billion budget shortfall for the next fiscal year.

That marks a major departure from years when the state would post budget surpluses on his watch and presents the governor with a painful set of potential solutions at the same time he contemplates whether to seek a third term in 2026.

Without new revenue or spending cuts, Pritzker’s budget office estimates a $3.17 billion budget shortfall at the end of Fiscal Year 2026, which would be mid-2026 as the gubernatorial election is in full swing.

To confront the problem, it’s not clear whether the governor and Democratic supermajorities in the House and Senate would favor tax or fee increases; spending cuts; delays in paying state bills; use of the state’s $2.2 billion rainy day fund; or a combination of those choices.

“While a daunting challenge to balance spending pressures in the face of a flat revenue outlook, the governor remains committed to taking steps to further improve Illinois’ fiscal position and address any potential budgetary shortfalls that may arise – as has been done every year since he took office in 2019,” the governor’s budget office said in a statement attached to the forecasts. “The ability to fund new programs will be severely limited.”

Republicans pounced on the new set of budget numbers.

This guy’s spending like a drunk sailor for the first six years of his governorship. Here we are,” said state Sen. Chapin Rose, R-Mahomet, ranking Republican on the Senate Appropriations Committee.

Rose said the appetite of Illinois taxpayers to shoulder tax or fee increases is “about zero.”

“But that doesn’t mean that the supermajority, progressive, left Democrats won’t do that anyway,” Rose said. “I mean, have you talked to anybody going to the grocery store recently?”

Two months ago, a headline in the Daily Herald read, “District 220 seeks $64 million tax hike for new auditorium, curriculum improvements.” The photo and caption appear above.

Straightforward, right?  Apparently not.

That’s clearly not the primary marketing message District 220 wanted to convey now.  In fact, a recent post by 220 lead with:

A successful referendum in November will provide the district with an opportunity to further enhance safety and security at all Barrington 220 schools.”

There was no mention of an auditorium or curriculum improvement whatsoever.

Plus, a recent post on X mirrored that message:

Obviously, the highly paid 220 spin consultants have shifted their messages (featuring cheerleaders no less) to appeal to voters by diverting their attention, and we have issues with that.

However, we won’t go there.  Instead, aside from a few editorials and edited District 220 posts, The Observer would like to present the following objective headlines/stories since the last 220 election to refresh your memories…

As of August 31 2024, Illinois had not released its fiscal year 2023 annual financial report. Based upon the state’s last audited financial report for the fiscal year 2022, it had a Taxpayer Burden of $37,000, earning it an “F” grade from Truth in Accounting. At that time, Illinois needed $175.4 billion to pay its bills. Unfunded pensions and other employee retirement obligations continued to plague the state in 2022, and we expect the same occurred in 2023.
