A Palatine Park District board member who has advocated for saving the Palatine Stables unsuccessfully tried to convince fellow commissioners this week to remove the cost of tearing down the facility from the 2025 budget.

“I think (the budget line item) needs to be removed and reconsidered at another time, after we have more information,” Sue Gould said at Monday’s park board meeting.

But the other commissioners instead voted to include $225,000 for demolition in the district’s $38.1 million budget. Gould cast the only dissenting vote.

Gould has been critical of the board since it voted last year to close the equestrian facility at Northwest Highway and Dundee Road. That continued Monday, when she said the park district should have sought competitive bids for needed repairs instead of shutting down the stables.

“My point is that we did not follow our normal procedures and protocols with the stables decision,” Gould said.

Park district Executive Director Benjamin Rea responded that the agency would have sought bids for repairs if that direction was given by the park board.

But Gould said that when she asked for a motion to solicit bids be placed on a board agenda, she was told by Rea that only he and the board president could do so.

Gould also criticized the way the district parted with the stables’ school horses. The group Equine Guardians is raising funds for the care of 20 of the horses in their new homes for the rest of their lives.

The Barrington Hills Park District/Riding Club will hold a public hearing this evening at 6:45 PM regarding their, “Tentative Combined Annual Budget and Appropriation Ordinance 1-08-2025-01.” Once again, as has been the case in previous annual hearings of this type, no documentation has been provided by the District for taxpayers to review and comment on prior to the hearing.

At 7:00 PM, the Board will convene their regular monthly meeting. Topics on their agenda include:

New reports offer a fresh perspective on horse expenses

We’re all just one emergency away from facing serious trouble. It was a sobering realization for Heather Hayes, owner and trainer of Cozy Fields Farm, in Ellington, Connecticut, as she considered the financial strains of running a horse business.

In September 2021 Hayes sat down with her accountant. Her boarding rates would need to go up. Post-COVID inflation saw her costs climbing (they still are) and, even though the rate increase she made was relatively small ($50/month), a client had some questions.

Hayes turned to Facebook, breaking down costs and writing, “at $500-$600 a month, your barn owner is breaking even or operating at a loss,” when trying to cover all the costs of running a farm (from hay to electricity to insurance to labor). She concluded by writing, “I fear that by the time my kids are grown, only the wealthy will have horses.”

Since then her words have been shared at least 10,000 times. Hayes already had broad contacts in the horse industry. In addition to her training board, sales, and lesson programs, Hayes offers bodywork services and travels to other farms in New England. The Facebook post, however, went even further.

“It was a real wake-up call for me because you know how it is in this industry. Nobody likes to admit that it’s hard and it’s scary,” Hayes says. But people started telling her they were operating in the red. It wasn’t just the small operations. The big properties with immaculate facilities and reputations for doing a lot of business were saying the same thing. “I was like, ‘You’re somebody who I strive to be like. And we’re in the same situation.’”

Horse owners tend to do some magical thinking when it comes to money. We underestimate how much we’re already spending. One recent study completed by Synchrony noted horse owners spend three to four times more than they initially estimate.

In 2023 Synchrony published the CareCredit “Equine Lifetime of Care Study,” which offers a look at lifetime costs of horse ownership as well as horse-owner attitudes toward their horse-related spending, while aiming to help people plan for the unexpected.

Results from the study showed 83% of horse owners feel prepared for unexpected expenses, while 85% feel stress about their horse-related expenditures.

The horse world is intensely varied, however. Our expenses and our horses are individual. Circumstances, regions, and more affect how much we spend.

A state appeals court has upheld a Cook County judge’s 2023 ruling in a civil case stemming from a lengthy dispute between Barrington Hills neighbors over a horse-boarding business.

A three-judge panel on Monday unanimously affirmed Judge David B. Atkins’ decision against James J. Drury III, who’d sued Barrington Hills in 2015 over a zoning ordinance establishing rules for boarding businesses in the equestrian-friendly town. Drury alleged the ordinance was unconstitutional; Atkins disagreed.

The appeals court found Atkins made no errors and that the evidence presented at trial “fully supported” his conclusion.

Also listed as plaintiffs are Jack E. Reich and James T. O’Donnell, both of whom were Barrington Hills residents at the time the lawsuit was filed. An attorney for the plaintiffs couldn’t be reached.

Mary Dickson, an attorney for the village, declined to comment on the appellate ruling. Mayor Brian D. Cecola and trustees haven’t yet met to review the decision, Dickson said.

The ruling was the latest development in a legal fight that dates back to the 2000s between Drury and neighbors Benjamin and Cathleen LeCompte, who at the time operated a commercial boarding operation at their Oakwood Farms, 362 Bateman Road. Drury — the former leader of a polo club that once used LeCompte’s polo field — alleged the business disrupted the neighborhood.

In 2015, the village amended zoning rules to allow commercial horse boarding as an agricultural use. But after the board’s composition changed as a result of the spring 2015 election, trustees repealed the ordinance.

In his lawsuit, Drury alleged the now-repealed zoning rules resulted from political corruption, pointing to $5,000 campaign donations Benjamin LeCompte made to trustee candidates in the 2011 village election. Those donations were refunded after the Illinois State Board of Elections determined the candidates didn’t properly identify LeCompte as the donor in campaign reports.

The appellate court agreed with Atkins’ ruling that the donations didn’t represent a political conspiracy and didn’t affect the creation of the ordinance.

“The court found no connection whatsoever to LeCompte or anything diabolical in nature,” the court said. “LeCompte’s donation was perfectly legitimate.”

The case continued after the 2015 ordinance was struck down. Oakwood Farms still operates and is run by the couple’s daughter, Ashlee, its website indicates.
