220 Mask

District 220 parents and students rallied in downtown Barrington Saturday after Friday’s announcement of a temporary halt to mask mandates.

Elgin Area School District U-46 said Saturday that its superintendent, administrators and legal counsel are in the process of reviewing the judge’s decision.

Naperville District 203 and Wheaton Warrenville District 200 also said they are consulting with legal counsel about the ruling and haven’t decided whether COVID-19 policies will be updated yet.

Superintendent Lori Bein announced District 25 elementary schools will no longer require masks, but instead “highly recommend” mask-wearing. Masks will still be required on school transportation.

Similarly, Superintendent David Schuler announced that Northwest Suburban District 214 will no longer require masks in school buildings but continue to require masking on transportation due to the Centers for Disease Control and Prevention’s federal requirement. People who have been exposed to COVID-19 don’t have to quarantine and unvaccinated staff members no longer have to test weekly.

As Illinois parents and educators await a Springfield judge’s ruling that could roll back Gov. J.B. Pritzker’s COVID-19 school mask mandate, some suburban school districts are demanding the state deliver an “off ramp” from nearly two years of required virus mitigations.

The school districts’ requests for transition guidance from the state is emerging this week as 146 school districts, including Chicago Public Schools, prepare for the impact of a pending decision by Sangamon County Circuit Judge Raylene Grischow, who is expected to rule soon on a request to temporarily halt the governor’s executive orders on masking and quarantining for schools.

Grischow is considering a lawsuit from about 700 parents who allege the state’s virus mitigation rules for schools, including masking and exclusion from class for students who were exposed to the virus and their close contacts, deprives students of due process.

But the litigation is lingering alongside plummeting COVID-19 rates in recent weeks, prompting some suburban school district leaders and parents to ask Pritzker, the Illinois Department of Public Health and the state’s board of education to provide guidance on how to eventually transition away from virus protocol, including masking, social distancing and exclusion from school.

COVID Stats

Barrington resident Marsha McClary, a mother of five who has four children enrolled in District 220, said given the recent decline in virus rates, it was “responsible” of the school board to prepare for an eventual halting of COVID-19 school mitigations.

McClary is among the contingent of parents who believe when it comes to students, “the masks are causing more harm than good.”

“My daughter tells me she can’t hear the teacher. … They can’t see the expressions on the faces of their teachers and friends, to know if they are happy or upset, and to gauge their reactions,” McClary said.

“I think the vast majority of those who want to see an end to masking are not anti-mask, but we want to make decisions for our own families,” she said.

Results

At the January 31st Board of Education meeting, Beth Jones, the Assistant Superintendent for Student Services and Support, presented the results of a social emotional learning survey conducted by Barrington 220 in collaboration with Hanover Research in September 2021.

The survey was made available to students in grades 6-12, parents, and staff. The survey presents findings in the following areas: physical health, mental health, social emotional learning and current services the district offers.

220 Board 2021

“At the Jan. 31 Barrington 220 Board of Education meeting, the Board voted to implement situational masking in grades K-12 IF / WHEN Governor Pritzker’s executive order is lifted and / or a temporary restraining order (TRO) is in place that allows for local control, assuming building positivity rates remain manageable. When this happens, the Superintendent of Schools will communicate a date and expectations for when the transition to situational masking will occur.

District leaders will use these four factors to guide decision making on when to increase or decrease mitigation strategies. Building Transmission Levels will be the primary factor. The below graphic provides an overview of guidelines in which various levels of masking may be used. It is important to note that the district will need to have the ability to increase mitigations, including masking, if there is a significant rise in cases within a classroom, grade level, club, sport or activity.”

District 300 is holding a special Board of Trustees meeting tonight at 6:00 PM at 2550 Harnish Drive in Algonquin. The purpose of the meeting is not clearly stated; however, one can assume it involves mask optional plans for students based on the agenda, including:

  • Public Participation: Members of the public, especially residents of District 300, are welcome to contribute during public participation.
  • Closed Session
  • Resolution regarding local control to mitigate COVID-19

Pepper

Barrington School District 220 board approved a construction company’s bid for renovations at Barrington High School, but also recognized costs may exceed original design plans.

Board members voted 7-0 at the Jan. 11 school board meeting to approve a $14.8 million agreement with Pepper Construction Company for an addition to the high school and renovation of it. Construction is expected to begin this summer, officials said.

However, Superintendent Robert Hunt explained the district is “taking a step back on 18 bid packages,” redefining the scope of additional work and putting those projects out to bid at a later date since many construction bids came back significantly higher than originally anticipated.

“This is not typical, it’s a higher number than any of us would like to see,” Hunt told the board.

Board members also shared their concerns.

“I am disappointed that there are so many projects that came in higher than our budget,” said board member Barry Altshuler. “That’s very concerning. I know we don’t have a crystal ball, but is there any advantage to push these bids out further hoping the supply chain improves and these numbers come down?”
