Barrington brought its new Tax Increment Financing District to the finish line Monday.

The village board approved the new TIF for the 10-acre “Golden Triangle” bounded by the Union Pacific and Canadian National Railway tracks, Hough Street and Liberty Street.

The board passed three ordinances related to the Liberty and Hough TIF, which will benefit a mixed-use development on the long dormant site.

The first approves the redevelopment project and plan. It adopts the findings by TIF consultant SB Friedman Development Advisors, LLC, especially the one maintaining the area has not developed through private investment and could not grow if not for the TIF.

The second ordinance designates the area and includes all the maps, legal descriptions and property identification numbers.

Finally, the third ordinance adopts TIF financing. A base equalized assessed value will be calculated, with taxes generated on value above that base deposited into a TIF fund to fund on-site infrastructure improvements.

Barrington’s proposed tax increment financing district for the long dormant Golden Triangle qualifies as a blighted area, a consultant told the village board this week.

Meanwhile, work is well underway on the development at 200-300 N. Hough St. that would benefit from TIF funding.

The village board is expected to consider the Liberty and Hough TIF District at its Sept. 23 meeting.

Geoff Dickinson, a partner with SB Friedman Development Advisors, LLC, an economic development consulting firm used by several suburban communities, told the village board at Monday’s hearing that the proposed Liberty and Hough TIF District would qualify as a blighted area.

Redevelopment of the 10-acre “Golden Triangle” area has been a priority of the village for more than 20 years. The cost of consolidating property and environmental cleanup requirements have stalled redevelopment.

Now, however, Barrington resident Joe Taylor III of Compasspoint Development is developing the site with 125 apartment units, approximately 13,000-square-feet of restaurant and retail and the MotorCave Auto Suites, a space for car enthusiasts to keep and display their vehicles.

Construction is already underway, and OKW Architects, the project architect reports the car condos are nearly sold out.

Neighbors of Motor Werks of Barrington are sounding off against a proposed expansion of the campus near the corner of Dundee Road and Grove Avenue.

The Village of Barrington is also pushing back against a retail/restaurant component of the plan.

Speakers from seven surrounding subdivisions stood united in their opposition at Tuesday’s meeting of the Barrington Plan Commission, held at the Barrington White House. Another meeting is scheduled for Sept. 17.

Mario Murgado Sr., who bought Motor Werks in March 2023, wants to build a multilevel 110,400-square-foot Porsche dealership and is also seeking site plan approval for a 15,000-square-foot expansion to the main dealership building.

The parking structure would house 568 vehicles with a 10,000-square-foot restaurant retail space on the first floor.

Murgado promised a beautiful “ultra luxury” addition that will be “very special.”

But neighbors, who have rallied around the phrase “Enough Is Enough — We Live Here,” said their lives have been disrupted by what already exists at Motor Werks.

“I live in Barrington, Illinois, not in Motor Werks, Illinois,” said neighbor Ken Rusin.

Rusin complained about noise at all hours from car alarms set off by employees trying to locate cars as well as the loading and unloading of vehicles.

Another neighbor, Bruce Frankenberg, said he is a Motor Werks customer. But Frankenberg said the proposal goes against the characteristics he values in the village.

Barrington police Chief John Burke | Courtesy of the Village of Barrington

By Steve Zalusky | Daily Herald

Months after losing its longtime police chief to Elk Grove Village, Barrington is seeing his replacement leave for another community.

Lake Forest officials announced Friday that John Burke will take the reins as its new top cop. The city council will confirm Burke’s appointment at its Sept. 3 meeting.

Burke was sworn in as Barrington’s chief in April, succeeding David Dorn, who held the role for a decade before being hired as Elk Grove Village’s police chief in February.

An Arlington Heights native who attended Rolling Meadows High School, Burke was a 23-year veteran of the department when he succeeded Dorn. He began as a patrol officer and rose through the ranks to detective, then patrol sergeant in 2013 and deputy chief in 2016.

At the time Burke called Barrington “a great town to work in” and supportive of its police officers.

In Lake Forest, Burke will succeed former Chief Karl Walldorf, who retired in April after 30 years with the city.

I’m being honest when I say that this Illinois place doesn’t look like the richest city in the state, but I don’t mean that in a bad way. It’s just that when you see a place that has a railroad going right through the middle of it, you don’t automatically equate that with wealth, but in this case it’s true.

This isn’t the result of some bloggers opinion or some new national internet ranking. I simply asked the database at USA.com to query its numbers and show me the richest Illinois cities based on per-capita income. Here are the top 20 results:

1. $125,686 Mettawa, IL / 455
2. $103,788 Glencoe, IL / 8,824
3. $98,139 Winnetka, IL / 12,366
4. $97,381 Kenilworth, IL / 2,648
5. $91,623 Inverness, IL / 7,516
6. $91,555 Barrington Hills, IL / 3,653
7. $86,004 Lake Forest, IL / 18,914
8. $81,213 Oak Brook, IL / 7,967
9. $79,535 Hinsdale, IL / 16,898
10. $78,978 Riverwoods, IL / 3,792
11. $78,326 North Barrington, IL / 3,105

The proposed rendering of the Porsche dealership proposed on the Motor Werks of Barrington campus. | Courtesy of the village of Barrington

By Steve Zalusky | Daily Herald

Neighbors critical of a proposed Porsche dealership and retail development on the Motor Werks of Barrington campus say the plan is too intrusive.

Representatives from seven surrounding neighborhoods aired their concerns Tuesday night at a crowded Barrington Plan Commission meeting.

The Murgado Automotive Group, which acquired the Motor Werks property in March 2023, plans to build a two-story stand-alone dealership at the northwest corner of Grove Avenue and Dundee Road.

The group also envisions a new four-story parking structure to house 492 vehicles with a 10,000-square-foot restaurant/retail space on the first floor.

Residents attending Tuesday’s Barrington Plan Commission hearing crowded into two rooms to discuss proposed redevelopment of the Motor Werks site. Steve Zalusky/szalusky@dailyherald.com

“We’re not Schaumburg. We’re not Miami. We don’t want to be,” said Hillshire Drive resident Britt Casey, speaking as a member of the We Live Here coalition, which consists of 425 homes next to the property.

Residents said the campus, located near Dundee and Barrington roads, has been overdeveloped since approved in 1986. They claim the numerous variations granted by the village have compromised the residential character of the area. Now they are fed up.

“Since 1986, we have been tethered to the whims and commercial gains of Motor Werks,” Casey said.
