“Last week, I had the privilege of meeting with our area State Representatives and State Senator as part of outreach through BACOG (Barrington Area Council of Governments).  South Barrington is a member of BACOG, which facilitated an in-person meeting with Representative Martin Mclaughlin and State Senator Darby Hills and a Zoom meeting with Representative Nabeela Syed.
We met as a group of leaders to express some of our priorities which are:

1. Protecting Local Government Revenues regarding pensions, unfunded mandates, and a return of local revenue;

2. Supporting Regional Public Transit to reflect the interests of residents across the region, and strengthening the RTA to achieve regional cooperation, and ensuring local government officials have a voice on transit governing boards and safeguarding local control over local development decisions;

3. Respecting and empowering local elected decision makers by expanding permitted use of Township general assistance funds to meet communities’ needs and reconsidering solar legislation to provide local governments with greater oversight and conditional control of solar farms within their respective jurisdictional planning areas.

We also asked them not to support several bills being worked on, one of which would contradict our zoning ordinances and provide a right to build a muti-unit building on a lot within a single-family neighborhood. We believe zoning decisions should stay within local municipalities, and we conveyed this position to our state officials.” (Posted 4.25.25)

The Barrington Area Council of Governments (BACOG) is scheduled to have multiple meetings today beginning at 5:30 PM at the Village of Barrington Hills, 112 Algonquin Road. Those meetings include:

  • 5:30 – Connectivity
  • 6:30 – Legislative
  • 7:00 – Executive Board

As expected, no meeting agendas are posted by BACOG.  Further, BACOG has ceased posting minutes from their meetings, and they now appear to have removed all previously posted minutes from their website, which now states:

Copies of approved minutes for BACOG committee and executive board meetings are available upon request. Please submit requests by email to bacog@bacog.org.”

We’ve long questioned the need for BACOG. This is the latest example of why.

It appears BACOG now makes the Barrington Hills Park District/Riding Club and the Barrington Countrywide Fire Protection District seem transparent by comparison, and that’s truly disappointing.

Illinois State Representative Nabeela Syed will be speaking at tonight’s BACOG meeting.

The Barrington Area Council of Governments (BACOG)  is scheduled to have multiple meets today at the Barrington Hills Village Hall.

The first is a meeting of the BACOG Connectivity Committee originally scheduled for March 20, 2024, but postponed until today we believe at 5:30 PM.  Topics include:

  • Current and Potential Projects, and
  • Coordination with Lake and Cook County 5-Year Road Programs

The BACOG Finance Committee meets at 6:40 PM to cover:

  • (Approval) Minutes of May 23, 2023*
  • Proposed Budget for FY 24-25*
    • Adjustments for FY 2023-24, and
    • Use of Business Partner Contributions

At 7:00 PM, the BACOG Executive Board meets.  Topics on their agenda include:

  • Discussion with Invited Guest Illinois State Representative Nabeela Syed
  • Public Comment
  • (Approval) Minutes of March 20, 2024*
  • (Approval) Treasurer’s Report for April 2024*
  • Committee and Liaison Reports
    • Connectivity Committee (President Rusteberg)
    • Legislative Committee (President Darch)
    • Northwest Water Planning Alliance (President McCombie)
  • Member Updates, and,
  • Director’s Report (Executive Director)

We’d be happy to post copies of these agendas. However, BACOG does not post them on their website. They simply print and tape them to the windows of member offices, despite the following:

“Public bodies that have a website must post the agenda of any regular meetings of the governing body (i.e. County Board, Board of Trustees, Board of Commissioners, School Board, etc.) at least 48 hours prior to said meeting. Any agenda of a regular meeting that is posted on a public body’s website shall remain posted until the regular meeting is concluded.

Further, the last time BACOG posted any meeting minutes was in January, and:

“Any public body that has a website must post the minutes of a regular meeting of its governing body (i.e. County Board, Board of Trustees, Board of Commissioners, School Board, etc) on the website within 10 days after the approval of the minutes by the public body. Public bodies must approve the minutes of the previous meeting either by the next meeting or within 30 days, whichever is later. These minutes must stay on the website for at least 60 days after their initial posting.”

So much for compliance and transparency.

The Barrington Area Council of Governments (BACOG) is scheduled to meet today at the South Barrington Village Hall.  Judging from minutes from prior BACOG meetings, tonight’s meeting will begin at 7 PM (though no meeting agenda is posted).

BACOG members will no doubt have questions regarding the Old Sutton and Penny Roads property annexation that was unanimously approved last night. In light of this, Village Director of Administrator, Anna Paul, will no doubt chair tonight’s meeting.

“The members of the Barrington Area Council of Governments appreciate the efforts that have gone into developing the Restore Illinois plan. Our municipal and township governments have been compliant with the Executive Orders to keep residents safe during this COVID-19 public health situation. The Executive Board and membership have concerns, however, about provisions within the Restore Illinois plan and sent the following letter to Governor Pritzker for consideration.”

bacog-sign-2The Barrington Area Council of Governments (BACOG) will be holding their regular monthly meeting at the Barrington Hills Village Hall this evening.  The Legislative Committee meets at 5:30 PM followed by a meeting of the Executive Committee at 7:00 PM. 

No agendas for these meetings are typically available in advance via the BACOG website, however they are posted at Village Hall at the north entrance. 

The last published minutes from a BACOG meeting date back to February of last year, and they can be viewed here.  Archived minutes from meetings dating as far back as 2005 can be accessed here.
