South Barrington Mayor Paula McCombie

Nearly every Friday afternoon, South Barrington Mayor Paula McCombie’s office publishes email updates to residents on information they might find of interest. It is very refreshing to see how thorough and transparent these updates are often going beyond the minimal public notices required by law as witnessed in her latest post:

“Dear Residents,

Next Wednesday, August 7, I would like to invite you to come with any questions and hear about the proposed community solar project on the landfill next to Willow Creek Church. AC Power will hold an open house in Rose Hall from 3:30-4:30 p.m.   Later that evening at 7 p.m., the Plan Commission will be holding a public hearing on AC Power’s project.  Please participate if you are interested.  There will also be a continuation of the Public Hearing on the Forest View development of 22 homes at the SW corner of Mundhank and Freeman Rd.

The second Public Hearing Date next week is Friday August 9 at 7 p.m. One of the items on the agenda is the development of Area N between Bartlett Rd and Rt. 59.

As many of you know, a number of residents sued the Park District to void the sale of the Area N property to the Plymouth Brethren Christian Church (the “PBCC”). The Village of South Barrington, as stated in last week’s Mayor’s message, has filed a motion to intervene in this litigation and seeks to postpone the public hearing of the PBCC for Area N on August 9, 2024 until after the resolution of the residents’ litigation.

As you are aware, the public hearing on August 9, 2024 was scheduled on a Friday as the only available date that would allow the Village to be in compliance with law and occur after the court date on the underlying development of August 8, 2024. We are committed to ensuring transparency and community participation, and will notify all interested parties after the motion to intervene is ruled on by the court. If the Village is permitted to intervene and a hearing does occur, we will be seeking a date in the evening of a traditional working day.

The second item on the agenda for Friday evening is a request for an artistic tattoo room at the Goat Yoga facility in the Arboretum.

We have been compiling a list of dead Village parkway trees for removal. To report any street-side dead trees, please fill out our Tree Survey. The list is used for our tree removal and replacement program. Reported trees will be evaluated, and if eligible, added to the master removal list. Once the yearly program is completed, additional individual parkway trees will not be replaced until the next year.

Saturday, August 3, is the big Back-To-School Bash at The Arb! Come out from 11am – 2pm for one last summer hoorah before the new school year begins! So many fun activities planned including Touch-A-Truck, a Dance party for the kids, a meet & greet with Ariel & the Little Mermaid crew, a Reptile Show, and so much more!  If you can, please bring one backpack to donate for kids in need for Barrington Giving Day, located by the Fit4Mom Tattoo station.

Get ready for the annual Nashville Night at the Arb!  This Wednesday, August 7, promises an evening of Country Fun!

Line Dance lessons will kick off the evening at 5:30 with Carol Tortorice from Kickin’ It With Carol. Then In the Stix, one of Chicago’s most popular country cover bands, will take the stage at 6:30 p.m. There will be a mechanical bull to ride and support Soul Harbour Ranch Animal Therapy Program. Unlike our Village officials of late, South Barrington Mayor Paula McCombie believes in transparency when it comes to informing residents on matters important to them.  The following email update posted yesterday is just one example:

“The Village of South Barrington has heard some residents’ concerns regarding the recent property auction (and purported sale) conducted by the Park District and notes the suit some residents filed regarding the same auction and sale. Some of you may have yet to learn that the (purported) buyer has applied to change the Woods Planned Unit Development to allow for a church and school on a religious campus despite the property ownership issue being in litigation.

Given these concerns, the Village has filed a motion to intervene in the above mentioned suit. The Village seeks guidance from the Judge hearing the case on whether the Village should proceed further regarding the rezoning application filed by the (purported) buyer. This motion to intervene and request to stay the zoning hearing aligns with the Village’s commitment to legal compliance and transparency.”

“Dear Residents,

Next Tuesday, July 23, there will be Plan Commission/Zoning Public Hearings starting at 7 p.m. in Rose Hall.  It is vital that residents attend meetings early on to hear proposals that they care about and to add beneficial input. Among the agenda items, which can be viewed below, Forest View Estates is missing updated information and will likely be continued to a next date certain at this meeting.  There will also be a hearing to consider the Village’s request to rezone the property known as the Allstate property into a unified commercial business center. The property has been the subject of litigation as Allstate filed a petition to disconnect from the corporate limits of the Village. After a vigorous defense of the matter by the Village, the reviewing court ordered the disconnection of the property from the Village’s corporate limits. The Village is pursuing this zoning change as an zoning effort to protect Village residents from potential disruptive developments. The proposed plan for the property is similar to the one previously put forth and provides specific guidelines for its development. As with all our Village meetings, we hope you consider attending.

On Monday, July 15, Village Administrator Bob Palmer and I attended a press conference hosted by Congressman Raja Krishnamoorthi.  He awarded $500,000 in federal community project funding to the Cook County Department of Transportation and Highways (DOTH) to make improvements to a 1.3-mile stretch of Central Road between Barrington Road and Huntington Boulevard in Hoffman Estates and South Barrington. The general improvements will include the addition of a multi-use path that will better connect areas along the route, such as Barrington Road and the I-90 Pace bus stop. Local officials on Tuesday attended Democratic Congressman Raja Krishnamoorthi’s ceremonial presentation of $500,000 in federal funding he secured toward a planned $18.9 million improvement of Central Road serving Bell Works Chicagoland and other businesses in Hoffman Estates and South Barrington.

The 1.3-mile stretch between Barrington Road and Huntington Boulevard is full of bumps and patches. Developers say the condition is at odds with the massive private development nearby.

Not only has Bell Works found office and recreational tenants to nearly fill the initial eastern phase of its redevelopment of the former AT&T headquarters there, but manufacturers such as Bystronic, DMG Mori USA and NSK America Corporation have also made the area home.

“It’s almost a necessity,” Hoffman Estates Chamber of Commerce & Industry President Tricia O’Brien said of the planned road improvement. “They had to do it. To me, it looks like it was sort of inevitable.”

The project, which will break ground in 2025 and take two construction seasons to complete, will replace the current pavement with a 12-foot-wide through-lane in each direction divided by a 16-foot-wide mountable median. There also will be a new enclosed stormwater system.

“The Central Road project is a long-awaited improvement that businesses and residents will be very happy with,” Hoffman Estates Mayor Bill McLeod said.

51 W. Higgins Rd.

Decades after Allstate Insurance Co. pulled up stakes at 51 W. Higgins Rd in South Barrington, new development may be coming to the property that once officed 1,000 employees.

According to the recently posted public hearing notice:

“The public hearing will concern the proposed development of land commonly known as the “Allstate Property” (referred to herein as the “Property”). Petitioner requests the following relief from the South Barrington Zoning Ordinance (“Ordinance”): Amendment to the South Barrington Comprehensive Plan map and text concerning the Allstate Property to recommend uses consistent with Petitioner’s requested use of the Property as identified below; a Map Amendment to rezone the Property from O/R Office Research District to Planned Unit Development District, pursuant Sections 11-4 et seq. of the Zoning Ordinance pertaining to Amendments; a special use pursuant to Sections 6A-3 B and 11-5 et seq. pertaining to special uses to allow office, warehouse, distribution, product processing and data centers… .”

Dear Residents,

I am including the following  Code RED message sent from Police Chief Tom Roman on Wednesday, June 12.  If you have not yet signed up to receive these important alerts, please follow this link to receive them.

This is South Barrington Police Chief Tom Roman with an important crime prevention message. The South Barrington Police Department is investigating two Attempted Burglary to Motor Vehicles that occurred this morning. The first happened in The Coves neighborhood on Watergate Drive and the second occurred in The Woods neighborhood on Acadia Drive.

Today, about 3:00 a.m., a resident from The Coves neighborhood called 911 after they discovered their vehicle had just been broken into. They saw the offenders leave in a white Dodge Charger.    

Officers quickly responded to the area and found the Dodge Charger in The Woods neighborhood.  Officers tried to stop the vehicle, but it fled to I-90 at a high rate of speed.  There were no license plates on the car. Our extensive investigation is continuing. If you have any information that would be useful to us, please call 847-381-7511.

Remember, if you see or hear something that just doesn’t seem right, call 9-1-1 right away. South Barrington police officers are trained and equipped to handle these situations. Thank you.

We are asking you to RSVP by next Friday, June 21 if you plan to stop by our open house reception for our retiring Police Chief Tom Roman.  An RSVP is not necessary, but it will help us to order the right amount of refreshments.   Tom has served as our Police Chief for over 10 years and his last day of work will be Friday, June 28.   Our open house event is Thursday, June 27 from 4-7:00 p.m. in Rose Hall. There will be light food available for this special occasion.

Next Wednesday, June 19, is Juneteenth, a federal holiday commemorating the emancipation of enslaved African Americans.  It is a day to honor the history, achievements, contributions, and resilience of African Americans.  Many celebrate with prayer, music, food, education, and cultural events.  The Village will be open regular business hours, 8 a.m. – 4 p.m.however, banks, federal offices, most state offices, and the stock market will be closed.

The Wickstrom Lincoln Concerts at The Arb kicks off Wednesday, June 19 at 6:30 p.m. with The Disco Circus! A NEXT LEVEL nostalgic experience combining the energy and excitement of a 3-ring circus with the grooviest music from the 1970’s!  The event is sponsored by Wickstrom Lincoln, the Rob Morrison Team at Coldwell Banker in BarringtonMay’s Lounge, and Gold Rush Gaming.
