PUBLIC HEARING Before the Zoning Board of Appeals Village of Barrington Hills Text Amendment – Definitions 5-2-1, Solar Energy Regulations 5-3-15, Energy System Removal 5-3-17 Notice is hereby given that a Public Hearing will be held on Monday, March 10, 2025, at 6:30 p.m. by the Zoning Board of Appeals of the Village of Barrington Hills at the Village Hall, 112 Algonquin Road, Barrington Hills, Illinois, concerning the Zoning Boad of Appeals proposed text amendments to the Village’s Zoning Ordinance, Title 5 of the Village Code, specifically to add definitions and regulations related to solar energy systems.

A copy of the Zoning Ordinance and the text amendment application is available for examination by appointment at the office of the Village Clerk at the Village Hall, weekdays during business hours, 9:00 a.m. to 5:00 p.m. All interested parties are invited to attend the Public Hearing and will be given an opportunity to be heard.

Written comments on the proposed amendment will be provided to the members of the Zoning Board of Appeals but will not be part of the public record of the public hearing, will be accepted in the Office of the Village Clerk through 3:00 PM, March 8, 2025.

Resident will now be assessed the actual costs of Zoning Board services rendered to fulfill their requests.

Monday evening the Village Board of Trustees approved updated fee schedules for, “Zoning Matters,” and overweight vehicles.

We applaud this move, especially considering it was revealed that at some point the Village ceased charging fees beyond only the standard application fees for Zoning Board services such as (and especially) attorney’s fees. While we believe our Village should not be operating for profit, it definitely should not be operating at a loss providing legal, consulting and other services at nearly no charges until now.

A partial section of the newly updated fees reads:

“Zoning Fee Schedule*

  • Appeal $1,000
  • Text Amendment, $1,500
  • Variation $1,000
  • Map Amendment-Any District-Permitted Uses Only $1,500
  • Special Uses $1,500.

*Additional Expense: The fee includes the initial review by staff and the village attorney, public notice (if applicable, 1 time), and Zoning Board Meeting (1 meeting); additional fees may be charged at the discretion of staff in the event an application is extensive, requires additional reviews beyond those stated or the application submitted in incomplete and requires multiple reviews.

Additionally, the Zoning Board of Appeals and/or the Village Board may utilize the services of professional consultants for research, investigation, and professional opinion, for assistance in arriving at recommendations or decisions.

The applicant whose request to the Zoning Board of Appeals or Village Board requires the use of such professional services shall reimburse the Village the reasonable cost it incurred for the services rendered by its consultants, within fourteen (14) days of transmission of the invoice by the Village or prior to the next meeting, whichever is sooner. The consultants shall bill for their services at the same hourly rate that they normally charge municipal clients. The Village consultants shall include but not be limited to the persons who provide the Village with advice in the fields of engineering, law, planning, traffic, design, and finance.”

Editorial note: This Ordinance was approved by a vote of 4-2 with the Village President abstaining. When the meeting recordings are released, they will reveal one trustee who participated remotely was nearly hysterical apparently because she did not believe she had adequate time to conduct her usual “analysis paralysis” on the subject (always with little or no benefit) before voting.

Our Zoning Board of Appeals held a public hearing last night regarding the owners of Little Ducky Flower Farm’s latest proposal. After hearing testimony, the Board voted unanimously to deny the applicant’s proposed Village Code text amendment proposal(s).

This is the first we’ve learned of this public hearing. We peruse the Daily Herald Classifieds for items of interest in and around the area daily, and never have seen any notice.  None, and the Illinois Open Meetings Act requires 15 days’ notice before public hearings occur.

A narrative of his application can be found here. The hearing is scheduled for February 18 at 6:30.

This will mark the third (3rd) time since August 20, 2024, the applicant has attempted to get something similar passed.

NOTICE OF PUBLIC HEARING Appropriation Ordinance of the Village of Barrington Hills, Illinois Public Notice is hereby given that at 6:30 PM, on Monday, January 27, 2025, a public hearing will be held by the President and Board of Trustees for the Village of Barrington Hills, Illinois (located in Cook, Kane, Lake and McHenry Counties) in the MacArthur Room at Barrington Hills Village Hall, 112 Algonquin Road, Barrington Hills, Illinois for the purpose of considering the proposed Appropriation Ordinance of the Village of Barrington Hills for the Fiscal Year Commencing January 1, 2025 and ending December 31, 2025.

A copy of the proposed Appropriation Ordinance is available in the Clerk’s office by appointment. All interested parties are invited to attend and will be given an opportunity to submit oral or written comments at that time. The owners of the Little Ducky Flower Farm will have to work harder to get their ducks in a row.

Barrington Hills village trustees for the second time turned down Chris Yamamoto and wife Sarah Gul’s request for a new zoning category that would allow them to open the farm to the public as a special use.

In August, the board unanimously rejected a proposal to have zoning for agritourism in a residential district. Then on Monday, a category for agricultural experience.

The couple began operating the farm on their six-acre property on Dundee Road in 2022, letting people come in and pick flowers for a fee, until the village sent them a letter earlier this year ordering them to stop. Since then, they have operated as a delivery service.

Both the Zoning Board of Appeals and the village board took issue with having a commercial use on residential property. Yamamoto said the fees were charged to offset the cost of operating the farm, which also has sheep and ducks.

“We are a residential community,” Trustee Thomas Strauss said. “Our duty as trustees is to uphold the values of the community.”

Notice is hereby given that a Public Hearing will be held on Tuesday, November 12, 2024, at 6:30 p.m. by the Zoning Board of Appeals of the Village of Barrington Hills at the Village Hall, 112 Algonquin Road, Barrington Hills, Illinois, concerning an application filed by Chris Yamamoto, 315 Dundee Road, Barrington Hills, Illinois, which requests a text amendment to section 5-5-3(A) Special Uses, R1 District, of the Zoning Ordinance to include, in the list of Special Uses, Agricultural Experience.
