Officers quickly responded to the area and found the Dodge Charger in The Woods neighborhood.  Officers tried to stop the vehicle, but it fled to I-90 at a high rate of speed.  There were no license plates on the car. Our extensive investigation is continuing. If you have any information that would be useful to us, please call 847-381-7511.

Remember, if you see or hear something that just doesn’t seem right, call 9-1-1 right away. South Barrington police officers are trained and equipped to handle these situations. Thank you.

A solar farm has been proposed for this decommissioned landfill at 541 E. Mundhank Road in South Barrington. Village officials publicly will discuss the plan Thursday night. | Brian Hill/bhill@dailyherald.com, April 2024

By Russell Lissau | Daily Herald

South Barrington officials will hold a special meeting Thursday to consider plans for a solar farm where a landfill once operated.

The special meeting follows the plan commission’s decision last week to recommend the board preliminarily approve the proposal, which focuses on 110 acres of vacant land at 541 E. Mundhank Road.

The site, owned by the Phoenix-based Republic Services waste disposal company, is on the east side of South Barrington between Willowmere Drive and North Freeman Road, just west of the Paul Douglas Forest Preserve. It was used as a landfill until the 1980s.

A New York company called AC Power wants to install a ground-mounted array of solar panels on about 25 acres of the site. The firm typically partners with land owners to turn low-value properties such as landfills and quarries into solar farms, with no upfront or maintenance costs to the owners, according to the company’s website.

Once the field is set up, the company would like to create a community solar program, which would allow nearby homeowners to connect their electricity accounts to the solar farm and get credits on their electrical bills for their share of the power produced.

AC Power has created similar operations in New York and New Jersey and is developing more in those states and elsewhere, including in suburban Cook County, its website indicates.

Some Hoffman Estates residents whose homes are near the site have voiced concern about what would happen to solar panels after they’re no longer usable, South Barrington Mayor Paula McCombie said. Residents also have requested village officials insist AC Power create landscaping buffers to reduce the visibility of the proposed array from their homes, McCombie said.

Changes to the plan are pending, she said.

“They were heard,” McCombie said. “They were listened to.”

Illinois State Representative Nabeela Syed will be speaking at tonight’s BACOG meeting.

The Barrington Area Council of Governments (BACOG)  is scheduled to have multiple meets today at the Barrington Hills Village Hall.

The first is a meeting of the BACOG Connectivity Committee originally scheduled for March 20, 2024, but postponed until today we believe at 5:30 PM.  Topics include:

  • Current and Potential Projects, and
  • Coordination with Lake and Cook County 5-Year Road Programs

The BACOG Finance Committee meets at 6:40 PM to cover:

  • (Approval) Minutes of May 23, 2023*
  • Proposed Budget for FY 24-25*
    • Adjustments for FY 2023-24, and
    • Use of Business Partner Contributions

At 7:00 PM, the BACOG Executive Board meets.  Topics on their agenda include:

  • Discussion with Invited Guest Illinois State Representative Nabeela Syed
  • Public Comment
  • (Approval) Minutes of March 20, 2024*
  • (Approval) Treasurer’s Report for April 2024*
  • Committee and Liaison Reports
    • Connectivity Committee (President Rusteberg)
    • Legislative Committee (President Darch)
    • Northwest Water Planning Alliance (President McCombie)
  • Member Updates, and,
  • Director’s Report (Executive Director)

We’d be happy to post copies of these agendas. However, BACOG does not post them on their website. They simply print and tape them to the windows of member offices, despite the following:

“Public bodies that have a website must post the agenda of any regular meetings of the governing body (i.e. County Board, Board of Trustees, Board of Commissioners, School Board, etc.) at least 48 hours prior to said meeting. Any agenda of a regular meeting that is posted on a public body’s website shall remain posted until the regular meeting is concluded.

Further, the last time BACOG posted any meeting minutes was in January, and:

“Any public body that has a website must post the minutes of a regular meeting of its governing body (i.e. County Board, Board of Trustees, Board of Commissioners, School Board, etc) on the website within 10 days after the approval of the minutes by the public body. Public bodies must approve the minutes of the previous meeting either by the next meeting or within 30 days, whichever is later. These minutes must stay on the website for at least 60 days after their initial posting.”

So much for compliance and transparency.

A solar farm has been proposed for the land at 541 E. Mundhank Road in South Barrington. It formerly was a landfill. | Google Maps

By Russell Lissau | Daily Herald

A private company wants to create a solar farm on the site of a former landfill in South Barrington.

The proposal is for vacant land at 541 E. Mundhank Road. The 110-acre site, owned by the Phoenix-based Republic Services waste disposal company, is between Willowmere Drive and North Freeman Road, just west of the Paul Douglas Forest Preserve.

The property was used as a landfill until it was decommissioned in the 1980s, Village Administrator Robert Palmer said.

A New York company called AC Power wants to use about 25 acres of the site for a ground-mounted array of solar panels. The firm has created similar operations in New York and New Jersey and is developing more in those states and elsewhere, including in suburban Cook County, its website indicates.

It’s reportedly developing about a dozen solar farms in Illinois.

AC Power partners with land owners to turn low-value properties such as landfills and quarries into solar farms, with no upfront or maintenance costs to the owners, according to the company’s website.

“Area N”

“We are the representatives of Area N Development LLC, the company that won the public auction conducted by the South Barrington Park District in February of this year for the Area N parcel.  We are the same group (Fourth Avenue) that submitted the previous winning bid for the property, and we have already completed extensive work on the development plans.

The Area N parcel, at the intersection of Route 59 and Bartlett Road, has been overgrown and vacant for nearly two decades. We plan to develop the property into a campus for a new meeting house for a church and a private school for our children. Of the parcel’s 34 acres, roughly 25 acres will be green space under our plan, of which about 6 acres will remain wetlands.

We are members of the Plymouth Brethen Christian Church (PBCC).  Our congregation is small – about 65 families in total with about 200 members.  We have lived in the Chicago area since the late 1800s.  We are a quiet, law-abiding group of people, who believe in being good neighbors, and supporting the communities in which we live.

We look forward to meeting our future neighbors over the next several months as we proceed through the various zoning and municipal approval processes needed to start work on Area N.”
