Our Village Hall staff have recently updated the ePacket agenda for this evening’s special Village Board meeting to include the three law firms allowed to present their capabilities for consideration by the board for Village attorneys going forward.  The firms chosen were base on input from trustees based on a majority vote.

220 LogoBarrington 220 strives to ensure every student receives the best educational experience possible. As a public school district, we are able to offer a wide range of services and opportunities, thanks in part to local, state and federal tax dollars. A large percentage of our state funding could be in jeopardy if School Funding Reform Act of 2014 (Senate Bill 16) is passed.

Senate Bill 16 (SB16) was created to equalize public education funding in the state of Illinois. Under the proposed bill, funding for districts with higher assessed property values, such as Barrington 220, will be drastically reduced. This money will then be redistributed to districts with less income from local property taxes.

The Village has published the ePacket agenda for this evening’s Zoning Board of Appeals meeting.  This packet includes the documents to be discussed by the board, and for the first time in our experience, drafts of minutes from the three September board meetings for approval.  It is unclear why minutes are now being recorded since a stenographer usually provides transcripts from every meeting.

A memo from Bob Kosin to the Village Board is also included in the packet that addresses seven questions posed by the board regarding the horse boarding text amendments.  A quick review reveals many questions remain unanswered.

The Village Board will be holding a special meeting this Tuesday evening beginning at 6:30 PM at Village Hall.  The purpose of the meeting is to hear presentations of qualifications from law firms wishing to be considered for the position of Village Counsel.

The Village has just released the October Zoning Board of Appeals meeting agenda.  Monday’s meeting will take place at Countryside School beginning at 7:00 PM.

Topics for discussion include:

  • [Approve] Public Participation Rules Amendment
  • [Recommend] Discussion/Vote Text Amendment – Elder, RCBH
  • [Recommend] Discussion/Vote Text Amendment – Drury
  • [Recommend] Discussion/Vote Text Amendment – Hammond

After discussion and vote on the three text amendments, the board will then take up the inquiries from the Village Board regarding the amendments and presumably choose a final horse boarding text amendment to be advanced to the Village Board for their approval.

We’ll be curious to see if chair Judith Freeman moves public comment to the beginning of the meeting Monday as she did prior to the discussion/vote on the Anderson/LeCompte Amendment at the September 11 Zoning Board meeting, though we highly doubt it.

Property TaxesThe new superintendent of Barrington Area Unit School District 220 is raising the alarm against a proposed state measure he claims would cost his district more funding than any other in Lake County.

Superintendent Brian Harris said if Senate Bill 16 is approved as written, his district would lose $5.4 million annually, which is 49 percent of their state funding.

The bill, which passed the state Senate and is now before the state House, would change the state funding formula to give more money to less affluent districts. Though some suburban districts would benefit from the change, many would lose millions.

The Barrington 220 Board of Education continued its discussion on the possibility of starting the school day later for Barrington High School students at its board meeting on Tuesday, Oct. 7.

Recent national research has suggested that high school students and young teachers perform better when beginning the school day after 8 a.m. The current start time for Barrington High School students is 7:20 a.m.

CCFP Horizon - CopyBarrington Hills Park District commissioners held a special meeting yesterday afternoon to discuss Cook County’s plans for Horizon Farms with county representatives as it relates to the park district.  According to the agenda, the purpose of the meeting was an “interview” with district officials concerning Horizon Farms.

Unfortunately, we do not check the BHPD website daily, so we could not inform readers of this open meeting.  We can only hope the district will provide more information to residents, particularly those bordering or near Horizon Farms, on what transpired and share any updated plans for the property in the near future.

Barrington High SchoolBarrington Area Unit School District 220 entered into a contract this week to acquire more than 33 acres across Hart Road from Barrington High School for $2.35 million.

It includes about 20.8 acres of vacant usable land and 13.8 acres of the Flint Creek Conservation Area west of Hart Road.

The board approved the contract by a 6-1 vote Tuesday. Board member Richard Burkhart cast the lone vote against the deal, saying the purchase is irresponsible because money is tight and it’s unknown if the land will ever be used.
