Property TaxesWhen Gov. Bruce Rauner suggested withholding half of the municipal share of income tax revenues to shore up state finances, he assumed towns could absorb the loss by dipping into their reserves.

That’s easier said than done in some places, according to a Daily Herald analysis of reserves in 90 suburbs.

The reserves of the 90 suburbs analyzed averaged 60 percent of annual expenses. Besides Island Lake with its deficit, only West Dundee, Aurora and Hampshire reported reserves below the minimum suggested threshold. Hampshire reported reserves of just 1.1 percent of the village’s annual expenses last year. Four more towns — Antioch, Barrington Hills, Carpentersville and Prospect Heights — could drop below two months of reserves after an initial year of income tax cuts.

The Village has released edited recordings from the Roads & Bridges Committee meeting held on February 17th.  The link to the menu of edited recording segments can be accessed here.

Four people participated during the public comment portion of the meeting, but we believe most readers can relate to the second speaker.  His comments can be heard here.

In addition to the topics on the original meeting agenda, Dan Strahan of Gewalt Hamilton was asked for an update on the Route 68/Dundee Road project announced earlier in February in The Observer.  According to Strahan, not only is IDOT resurfacing Route 68 from Village Hall to the Kane County boarder, they are also adding four-foot paved shoulders along the roadway with gravel shoulders beyond the new paving.

This is likely a first for any road in Barrington Hills since many have no shoulders to speak of, let alone paved.  Once again, we’ll be providing updates on this project as they become available.

Less than an hour ago Village Hall staff posted a notification of the cancellation of tonight’s Equestrian Commission meeting due to lack of quorum.  Their next meeting is scheduled to take place on June 1st.

The Village has posted a copy of the agenda for this evening’s Equestrian Commission meeting which begins at 7:00 PM at Village Hall.  Topics to be discussed include:

  • [Discussion] Septic Flow Rates – Barns & Stables
  • Horse Density /Livestock Information

It’s unfortunate that an ePacket agenda for the meeting is not available for review.  We would have appreciated a glance, particularly the draft minutes from their special meeting on August 1st when the Commissioners voted unanimously to recommend the retroactivity clause be removed from the LeCompte Commercial Horse Boarding Amendment.

One Commissioner can be heard in the recordings from that meeting stating that keeping the clause would be like “trying to rewrite history.”  Another Commissioner concurred stating “I think it’s totally inappropriate.”  The recording of their respective comments can be heard here.

Their vote to remove that clause was never discussed in subsequent Zoning Board meetings despite the fact that members of the Equestrian Commission were in attendance and chose not to speak.  Nor did Trustee Karen Selman, liaison to the Equestrian Commission, ever bring their recommendation up in any Village Board meeting prior to approval of the LeCompte/Anderson Amendment.
