BARRINGTON HILLS, Ill. (CBS) — A man’s fight to bring boys from violent Chicago neighborhoods to Barrington Hills hit another roadblock Tuesday.
Terrance Wallace, founder of the InZone Project, is trying to buy a large mansion to provide a home for as many as 15 Black and Brown boys.
He has been working on approval from the Village of Barrington Hills since 2018, and he claims he has submitted the proper paperwork.
The topic got contentious during a meeting Tuesday night. Several people spoke on Wallace’s behalf, while others questioned his motives.

Editorial note: Last month it was 25 boys, now it’s 15. Also, last month it was reported Wallace owned the home and now he is, “is trying to buy,” it.
Mr. Wallace appeared again last night at Village Hall to address the board and make accusations that the village officials have been unresponsive. The meeting began with the pledge of Allegiance which President McLaughlin and Trustee Konicek initiated at their first board meeting in May of 2013. All stood to say the pledge except Mr. Wallace who took a knee in protest we can only assume.
Only 3 people spoke tonight in advocacy of In-Zone none however were residents of Barrington Hills. 3 BH residents spoke in opposition. One was so frustrated with Mr.Wallace she handed him a zoning application and asked him to fill it out for once and for all as is the requirement.
A second speaker was more eloquent identified herself as a woman of color and went into exposing the inconsistencies and out right fabrications that Mr. Wallace has made including her disgust that he has accused BH village and its residents of killing inner city youths. The woman went on mentioned her level of concern with an unsupervised adult man being entrusted in the care of young boys.
At that point Mr. Wallace lost it and called the woman a “racist lowlife tramp” multiple times and Village President McLaughlin instructed the Chief of Police to remove both parties. On his way out of the village Mr. Wallace was screaming “you’re not a black woman”
CBS news was at the meeting called again by Mr. Wallace for attention and immediately got the confrontation they were hoping for but did not get it from the BOT or village president as they had hoped. Had the news crews stayed the would have heard the Village attorney Pat Bond later in the evening mention that Mr. Wallace had cancelled an opportunity meet with special counsel to assist him in a zoning application.
How can that be from a man who wants to comply and protect ”my boys”. We understand that CBS news reporters were waiting in the parking lot hoping to confront President McLaughlin.
As of the writing of this we understand they are still lying in wait unsatisfied as he was rumored to have enjoyed a birthday celebration with friends after the meeting. You can see the CBS news story here. Interesting that they chose not to acknowledge Mr. Wallace was removed from the board room after yelling and making offensive remarks to a speaker.
Even more interesting they didn’t show his unhinged threatening rant when he was ejected from the MacArthur room which was filmed. Also they did they mention it was directed at a woman of color.

She threw the envelope, not handed it to him. The other woman stated that we would not know if Mr. Wallace wouldn’t be playing Silence of the Lambs in the basement with these boys.

Threw the envelope? Perhaps true. Maybe it should have rubbed the lotion its skin and put it (the envelope with a zoning petition) in the basket? Would he fill it out then?

It appears now Mr. Wallace didn’t extend the courtesy of reaching out to take the envelope that was handed to him. With 6-foot social distancing, the only option available was to toss it to him.
After seeing the footage taken by CBS I have to ask if this individual has the patience, temperament or even maturity to mentor these young men for an extended period of time beyond the fundraising photo-ops shown on social media.

How interesting that you choose to fact-check the statements made in a blog post, yet you are seemingly unconcerned about the multiple misrepresentations that have been made by Mr. Wallace.
First, he was indignant that anyone would question his ownership of the property, but now he is only “in the process” of buying the home. His 2018 IRS Form 990 for InZone stated receipts less than $50,000, yet NOW he claims to have in excess of $3,000,000 with which to buy the home.
How many kids does he actually have legal (co)guardianship of? 15? 25? Who are the caregivers that he is currently advertising to hire?
What qualifies him to care for the needs of these children? What college degrees or professional certifications does he have to see to the educational, emotional or psychological welfare of a dozen children or more? Is he trained in social work or therapy? These questions may not bother you, but certainly concern me and many others.
But most importantly, why hasn’t he filed the necessary petition for a zoning variance for his “proposed” use in the last two plus years? (Putting aside the annoying fact that he doesn’t have legal standing to file for the variance because only the owner of record can do that.) File your petition, submit to the process that every other property owner in BH has to go through, and accept the results.
Kids’ lives and welfare are at stake here, but for some, Wallace’s ego is of prime concern.
P.S. “Pastor” Terrance is indeed a fine role model, calling a woman a racist low-life and a tramp because she dared to question his veracity.
I’m curious as to how the news reports a “roadblock” for Mr. Wallace and InZone when neither were on the posted agenda for any official business at last night’s meeting? Why does Mr. Wallace keep coming to the village meetings (he was at last months board meeting & also at the zoning meeting a week or so ago) with his news crews in tow when he has brought no official business before the village? What does he hope to accomplish other than drumming up more misleading bylines to try and garner more sympathy and donations for his project? What is he looking for from the village? If he wants something, shouldn’t he ask for it through channels other than the opportunity to give public comment before the business of the village on the official agenda? Is this the way he’s going to teach ‘his boys’ to get what they want from life? Try to skirt the rules that everyone else is required to follow and exert social pressure to manipulate an outcome? To bully people and call women ‘racist tramps’? (Leave aside the fact that the woman he screamed at was black, as the color of ones skin shouldn’t be an issue.) Is this the role model the parents of these boys are seeking?
One thing the woman who was maligned by Mr. Wallace pointed out was the many inconsistencies in his social postings. A few others were brought to light last night: He now claims that a court has given him legal guardianship of the children. This is interesting since his site claims the boys are required to go home on the weekends? So which is it? Is he the guardian or are the parents? He accused the village of being complicit in the murder of one of the children, tragic in and of itself, because he has not moved them into the home, yet the number of children he claims to be the guardian of keeps changing… so who exactly does he have guardianship of? Does he even know their names? He’s gone from 10 boys to 25, and everywhere in between. In one clip he says he will “impact 100 boys from Chicago” at this home. He also solicits for kids to make applications to the program on that clip, which was filmed after the George Floyd death. If he has guardianship of kids for the August school term, shouldn’t he have known who they were by the end of May? How has he possibly vetted the kids and their ability to succeed in such a competitive school district if he doesn’t even know who they are yet? If you have guardianship through a court, shouldn’t you know the exact number of children you are responsible for? He’s stated he’s the legal owner of the house, but a neighbor stated it’s still owned by the original owner and Mr. Wallace is a renter?
More than anything this must be very confusing and difficult for the boys, if he does have actual guardianship of any, who I’m sure are looking for some structure in their lives. Why isn’t Mr. Wallace meeting with the village attorney to try and figure out what he needs to do, even if it means looking for housing in a village that has zoning that allows the type of group home he’s seeking? Wouldn’t that be better for ‘his boys’ then this roller coaster he’s taken them on? Why did he cancel the meeting with the village attorney? Why hasn’t he rescheduled the meeting? So many questions that Mr. Wallace doesn’t seem to want to answer.
In listening to a news report, there is more clarity on the guardianship issue. Mr. Wallace states that he’s “sharing dual guardianship” of the children with their parents: “I’ll get shared guardianship… we kind of operate as a co-family…” The report further confirms that Mr. Wallace is in the process of buying the house, so it doesn’t appear that he is yet the legal owner.

I see that they moved in but I still can’t find any public record that the house was sold. Can anyone provide more details?
Wondering how everything went in New Zealand. Who is still managing those children and how did things turnout? Why did he decide this location in BH? Just a note… If you see a camera crew….They are probably making a movie about everything they want to do or are doing in BH as well…..
