As a Barrington Hills resident who has been an active participant in numerous village issues and community efforts during the last 10 years, I am deeply concerned about the outcome of the upcoming election for village board of trustees. The dynamics among the current members have become pernicious, and, sadly, contentiousness has become the norm.

In order for our government to function effectively again, there needs to be a serious change in leadership. After carefully studying all of the contenders in this race, I am supporting the Common Sense Party candidates.

Barrington Hills’ trustee race is over transitional zoning, or what some candidates in the race call “feathering.”

The fight is about the definition of property lots and whether the village should allow landowners to make lots on the outer borders of the village smaller, generally for development purposes.

A light bulb went off for four Barrington Hills residents fighting the “Dark Sky” proposal to limit outdoor lighting and they decided to run as a slate for the village board in the April 5 election, advocating a return to common sense in local government.

“We have common goals, but we’re all individuals with our own goals on certain things,” said Steve D’Amore, a trial lawyer and partner at Winston & Strawn, LLP.  He is running with Trustee Beth Mallen and Dede Wamberg for three open seats, and Skip Gianopulos, who is uncontested in his bid for a two-year board term.

Earnest Benn wrote, “Politics is the art of looking for trouble, finding it whether it exists or not, diagnosing it incorrectly, and applying the wrong remedy.”

Barrington Hills President Bob Abboud is clearly a disciple of this practice of political process based on the long and exhaustive village debate that recently concluded his pursuit of an unnecessary Exterior Lighting Ordinance. Despite his closed-minded determination to quash overwhelming opposition to the ordinance, the voice of the people managed to prevail in the end (notwithstanding anonymous pink support mailers).

An e-mail has been circulating the village concerning civility during the campaign for the village board, containing a Civility Covenant that all of the candidates were asked to sign. The covenant was adapted from Jim Wallis’ “Seven Steps to Civility in the Upcoming Election.”

An upcoming meeting of the Barrington Hills Zoning Board will tackle an issue — commercial horse boarding — almost as controversial as the recently-settled Dark Sky outdoor lighting proposal and one that factors prominently in the April 5 election.

The village is trying to decide how many horses constitutes boarding as a business versus boarding for personal use. The former is not allowed in a town where there are few commercial operations and many residents want to keep it that way.

The battle over a lighting ordinance in Barrington Hills has led to a crowded seven-person race for three four-year Barrington Hills board seats in the April 5 election.

On one side are the opponents, who rallied the community against the proposal which was eventually watered down before approval. They now call themselves the Common Sense Party. On the other side is a team of candidates supported by Village President Robert Abboud. And in the middle is the independent candidate and current plan commission Chairman David Stieper.

Barrington Hills trustee candidates are divided over whether allowing exemptions along its borders to the village’s traditional 5-acre minimum zoning will protect the town’s interior.

The debate comes after Barrington Hills lost a series of disconnection lawsuits in recent years to developers wanting to build homes on smaller lots. All the candidates agree current law favors developers of large parcels in such fights.

A series of campaign events called Citizens Solutions Summits begin Thursday for some candidates for the Barrington Hills Village Board.

A slate including Trustee Beth Mallen and newcomers Steve D’Amore, Dede Wamberg and Skip Gianopulous have set the Thursday event for 7 to 9 p.m. at Chessie’s 111 Grill in Barrington and scheduled four other summits.
