Barrington Hills’ zoning board Wednesday completed 10 months of grueling work by recommending village board approval of a proposed outdoor lighting ordinance that’s proved extremely divisive in the semirural community.

But while future lighting fixtures would have to meet the new guidelines immediately, zoning board members recommended giving current homeowners until Jan. 1, 2031, to bring any excessive lighting into compliance.

Barrington Hills’ zoning board late Monday again deferred its long-awaited decision as to whether to recommend approval of a proposed outdoor lighting ordinance to the village board.

The zoning board will take up the issue again at its next meeting Aug. 16.

The Barrington Hills Zoning Board of Appeals further refined a proposal to restrict outdoor lighting, conceding that security lights can be on longer in emergencies, but not giving ground on more decorative fixtures.

 

The board allowed no public comment at Monday’s meeting, but residents packed the room, and were admonished several times about their snickering and giggles over discussions of defining glare and light pollution.

A well-lit church steeple might be picturesque to some and a beacon to others, but at least one northwest suburban village president wouldn’t mind pulling the plug, saying the glare makes it hard to see the stars and detracts from the beauty of the nighttime sky.

“At 3 a.m., my sense is that God’s pretty powerful, and he knows where the church is,” said Robert Abboud, village president of Barrington Hills.

“Scores of residents at Wednesday night’s Barrington Hills Zoning Board of Appeals meeting expressed their displeasure with a proposed ordinance that would limit how much light could be emitted from their properties.

The village is considering a proposed ordinance to help bring ‘dark sky’ designation to the village, which would be bestowed by the Arizona-based International Dark-Sky Association, which encourages astronomy. Wording in a draft of the ordinance would limit lumen output of lights in the village and restrict where the lights could be located.”
