A man charged with four Class X felonies after a December 2022 armed encounter in an Illinois College dormitory has been found not guilty by reason of insanity.
Devin C. Hall, 27, was remanded to the custody of the Illinois Department of Human Services after the decision was announced Tuesday, Morgan County State’s Attorney Gray Noll said.
Morgan Circuit Court Judge Chris Reif signed the order finding Hall not guilty by reason of insanity. Hall will remain in the custody of the department in a secure setting while it is determined if he needs further mental health treatment.
Charging documents accused Hall of using a dangerous weapon other than a firearm to steal cellphones around 4:45 a.m. Dec. 14, 2022, from two occupants of a dorm room in IC’s Mundinger Hall. The documents also accused Hall of entering the room without permission, armed with a knife, and threatening to use the weapon while committing the robbery.
Hall was facing two charges of armed robbery and two charges of home invasion, all Class X felonies. Class X is the most severe class of felony in Illinois, short of first-degree murder. It is punishable by six to 30 years in prison, with a possible extended sentence of 30 to 60 years.
Hall, of Barrington Hills, a village 40 miles northwest of Chicago, is a former Illinois College student.
