The village of Barrington Hills committed unfair labor practices when it rescinded a previously announced raise for patrol officers because the group began unionizing, according to a state appeals court.
In a unanimous ruling, the First District Appellate Court of Illinois upheld the Labor Relations Board’s earlier order that the village reinstitute 2 percent raises retroactive to Jan. 1, 2010, plus interest, and provide the tuition reimbursement that had been revoked for the local union chapter president.
“We believed the village committed an unfair labor practice all along,” said Rick Tracy, a member of the Metropolitan Alliance of Police executive board. “We hope the village realizes that, too, and doesn’t appeal (to the Illinois Supreme Court).”

Didn’t Abboud state during his exit speech that he is leaving the village financially sound? Let me summarize – the new President and new trustee are now stuck with attempting to mitigate the financial mess of the police pension and Kosin cannot provide figures for the total costs, raises, and legal fees. I can hardly wait until he (Kosin) is forced to provide these numbers. And finally – the cost that will eventually be the burden of the residents not only includes the ‘make up’ amounts to the pension fund but also legal fees for BOTH sides, plus interest related to raise increases which could top out between 7-12%. This as well as the negative repercussions the village itself will have to bear in the future. Thanks Bobby for leaving the village in such a mess. I can only hope someday you will be indicted for all your dastardly deeds.
We will be learning more and more going forward why Abboud was so desperate to win his last election. He can no longer hide his and his compliant Board’s ineptitude and the huge costs associated with their decisions will finally be exposed. President McLaughlin has his work cut out for him to mitigate 8 years of Village mismanagement under Abboud.
Glad you mentioned the ‘compliant’ board. They are as guilty as Abboud for the mess we are in. I think some resignations are in order…..
Upon receiving our recent property tax bill, I was surprised to see that we were paying $3,500.00 for BH police and pension. This makes up 1/3 of our tax bill. During the campaign, all we heard from Abboud and company was that David Stieper and others were stating false facts. So far, everything David Stieper and others have stated is being confirmed. Who knows how much our community is going to be on the hook due to the past leadership and compliant board not being responsible.
The police pension situation is the tip of the iceberg. Our police need to proactively become part of the solution in lowering costs develop more effective practices before we have a disaster that is bad for everyone. Pensions costs must be checked and that starts with current police size of force and spending practices. Bob Abboud’s bullying management practices got us into this mess. What is about to happen with Fire and Emergency services given the recent fights with Countryside?
Nick and Nora brings up a good point. We need to have Trustees resign from their positions and the only way to accomplish that is to expose their past practices. The recent voting for Village appointments must be investigated and the facts about their violations of the Open Meetings Act exposed.
