Barrington Hills’ trustee race is over transitional zoning, or what some candidates in the race call “feathering.”

The fight is about the definition of property lots and whether the village should allow landowners to make lots on the outer borders of the village smaller, generally for development purposes.

The state board of elections will hold public hearings Tuesday in Chicago over two complaints that members of the Save 5 Acres slate for Barrington Hills Village Board and their supporters violated campaign disclosure laws.

The hearings are set for 9 a.m. and 11 a.m. at the board’s election office in Chicago.

The Illinois State Board of Elections will hold a public hearing Tuesday to consider claims that a slate of Barrington Hills village board candidates violated a new campaign disclosure law.

The complaint against “Save 5 Acres” candidates Patty Meroni, incumbent trustee Joe Messer and Karen Selman will be heard at 11 a.m. March 29 at the Thompson Center, 100 W. Randolph in Chicago.

The trio, Trustee Joe Messer, Village Clerk Karen Selman and Patty Meroni, have the backing of village president Robert Abboud and say their priorities center on maintaining the town’s distinct culture, which stems from the minimum five-acre zoning.

At a coffee over the weekend to introduce themselves, Selman and Meroni (Messer was on vacation) propped up posters listing characteristics that are good about the village and don’t need to be fixed. It’s a desirable place to live, with high property values, they say, “because of unique real estate niche as equestrian, rural open space community.”

A light bulb went off for four Barrington Hills residents fighting the “Dark Sky” proposal to limit outdoor lighting and they decided to run as a slate for the village board in the April 5 election, advocating a return to common sense in local government.

“We have common goals, but we’re all individuals with our own goals on certain things,” said Steve D’Amore, a trial lawyer and partner at Winston & Strawn, LLP.  He is running with Trustee Beth Mallen and Dede Wamberg for three open seats, and Skip Gianopulos, who is uncontested in his bid for a two-year board term.

The State Board of Elections has decided to hold a public hearing on a complaint alleging that a slate of Barrington Hills village board candidates violated a new campaign disclosure law.

Monday’s decision was based on the recommendation of a hearing officer, who took five hours of testimony in a closed hearing last Friday. The decision means that there is due cause to consider the evidence, said attorney Richard Means, who is representing the complainant, former Barrington Hills trustee George Schueppert. A date hasn’t been set for the hearing.

The State Board of Elections is expected to decide Monday on how to proceed with a complaint alleging violation of new campaign disclosure laws by a slate of Barrington Hills trustee candidates and a financial backer.

A closed hearing was held Friday before a hearing officer who will submit a recommendation to the state board.

The state board of elections agreed this week there was “justifiable grounds” to hold public hearings on two complaints filed against the Save 5 Acres slate of candidates for the Barrington Hills Village Board, a spokesman said.

It was not known if the hearings would commence before the April 5 election, the official said.

After a painful, two-month process of deliberation, Barrington Unit District 220 board members Tuesday made official a plan to cut $2 million and several staff positions from next year’s budget.

This is the third straight year the district has made significant budget and personnel cuts because of continuing uncertainties in both the economy and the level and timing of state funding.

Dist. 300 approves job cuts

A number of Community Unit District 300 staff, teachers and administrators will not be returning to the district for the 2011-12 school year — some for budgetary reasons, others for disciplinary reasons.

The school board Monday approved resolutions to cut 26 positions to help achieve a balanced budget. The district is attempting to trim about $8.5 million.
