Too, “Big brother is watching,” or is it time to consider this?

Flock

Flock Safety says its license plate readers reduce crime. The system uses a proprietary algorithm to identify a license plate, vehicle make, type and color.

After being suspended a year due to the COVID-19 pandemic, Libertyville police have rebooted the process to install a license plate reader system.

Village officials recently approved an agreement with Atlanta-based Flock Safety to place cameras at five locations for a 60-day pilot period.

“It’s in the permitting process with the Illinois Department of Transportation,” said police Chief Ed Roncone, adding that it will be two to three months before the system is up and running.

The readers serve legitimate purposes, such as alerting police to the location of a car associated with a criminal investigation, Roncone said.

“It’s just another tool we’re using to locate missing people, solve crimes” and make the community safer, he said.

Libertyville will join a handful of other suburban departments, including Vernon Hills’ and Elmhurst’s, in using the fixed camera technology as a crime-fighting tool.

Illinois State Police also have begun installing license plate readers on Cook County expressways to try to solve roadway shootings. The agency plans to install about 300 cameras.

RV

South Barrington village officials are finalizing stricter rules for parking commercial trucks and recreational vehicles in town.

Under the proposed regulations, no commercial trucks — regardless of whether they’re emblazoned with a company name or logo — could be stored or parked on any residential property except in enclosed garages.

Current village code bans truck parking of any kind on residential properties of less than 5 acres.

As for RVs, if the proposal is adopted, parking similarly will be forbidden on any residential property — not just those less than 5 acres — except in enclosed garages.

Temporary exceptions would apply, however.

The current parking rules include a 48-hour exemption for loading recreational vehicles, and that would continue. But under the new proposal, such parking would be allowed only four times each year, and the stays would have to be at least one week apart.

An existing rule limiting outdoor RV parking or storage to two weeks per year on dates that are at least six months apart would remain in place.

JB Prop Tax

The federal government is handing Illinois schools and local government a “boatload” of money for COVID-19 relief, and Gov. J.B. Pritzker said the money should go to property tax relief.

“This is a great year for local communities to consider freezing or lowering their property taxes,” Pritzker said Aug. 17. “Why is this a good year to do that? Schools received not only increased funding from the state of Illinois but received a boatload of support from the federal government as well. And they also received a lot of support for local infrastructure … Those are things that take local properties taxes, typically, to pay for them.”

Federal relief funds include about $5 billion for the state’s schools. Schools account for about two-thirds of the average property tax bill. Local governments will receive about $5.9 billion and public transit, including airports, will see nearly $1.9 billion.

The state is getting $8.1 billion, some of which Pritzker intended to use to pay off the short-term loan Illinois obtained from the Federal Reserve – the only state to use the emergency lending. When federal regulators said the pandemic money could not be used for debt, Pritzker switched almost exactly the debt amount to infrastructure spending, which freed other state funds to repay the Fed.

Republicans blasted the infrastructure plan as riddled with pork projects.

Illinoisans pay the nation’s second-highest property taxes, according to a 2021 ranking by WalletHub. In 2021, Illinois homeowners averaged $4,942 in property taxes for the U.S. median valued home of $217,500, double the national average property tax bill.
