Schools face ‘fiscal cliff’ as flow of billions in federal aid comes to an end

By PETER HANCOCK | Capitol News Illinois

SPRINGFIELD – As the flow of billions of dollars in federal pandemic-related aid is about to end, many students in Illinois are still struggling to catch up academically from the learning loss that occurred when schools were forced to close.

A new study from the University of Illinois System says only about one-fourth of all public-school students are back to pre-pandemic performance levels in English language arts while even fewer have returned to pre-pandemic levels in math.

Learning recovery has been especially slow at the high school level, where test scores have been declining, the study found. And recovery in math scores has lagged English language arts scores across grade levels.

The study was conducted by the Illinois Workforce and Education Research Collaborative, or IWERC, which is part of the University of Illinois System’s Discovery Partners Institute.

The findings suggest school officials face some difficult decisions in the months and years ahead as they look for ways to continue their recovery efforts without the federal resources they’ve been relying on.

“Of course, we are concerned about the loss of things like high-dosage tutoring and the extended-day programs,” IWERC Director Meg Bates said in an interview. “The research on those has always been pretty strong that more time in academic learning and more intensive one-on-one time are positive for learning.

“So, in as much as districts can’t maintain those because they lose funding, I do expect to see some issues, but it’s possible that districts have found ways to weave things like tutoring and extended day into their normal funding.”

The first cannabis dispensary in Illinois with dockside service opened in Fox Lake along the Chain O’Lakes with a ribbon-cutting ceremony Tuesday.

Smokehouse Dispensary quietly opened on Friday and offered its first 100 customers a free “cannagift.”

“The Smokehouse team is excited to open its doors to customers seeking a brand new cannabis shopping experience,” the business said in a statement.

The store hosted a ribbon-cutting event Tuesday morning.

Smokehouse Dispensary is located at 44 South Route 12 in Fox Lake, which is the location of a former restaurant.

The dispensary is the first in Illinois to be located directly on the water.

It is equipped with boat slips and a dedicated boat attendant, allowing nautical-inclined customers to sail up to pick up their cannabis products, the business said.

Customers are also welcome by land and can walk into the store to purchase products from brands like Aeriz, Verano and Ascend.

I’m being honest when I say that this Illinois place doesn’t look like the richest city in the state, but I don’t mean that in a bad way. It’s just that when you see a place that has a railroad going right through the middle of it, you don’t automatically equate that with wealth, but in this case it’s true.

This isn’t the result of some bloggers opinion or some new national internet ranking. I simply asked the database at USA.com to query its numbers and show me the richest Illinois cities based on per-capita income. Here are the top 20 results:

1. $125,686 Mettawa, IL / 455
2. $103,788 Glencoe, IL / 8,824
3. $98,139 Winnetka, IL / 12,366
4. $97,381 Kenilworth, IL / 2,648
5. $91,623 Inverness, IL / 7,516
6. $91,555 Barrington Hills, IL / 3,653
7. $86,004 Lake Forest, IL / 18,914
8. $81,213 Oak Brook, IL / 7,967
9. $79,535 Hinsdale, IL / 16,898
10. $78,978 Riverwoods, IL / 3,792
11. $78,326 North Barrington, IL / 3,105
12. $77,903 Wayne, IL / 2,445
13. $75,185 South Barrington, IL / 4,811
14. $71,282 The Galena Territory, IL / 1,116
15. $70,886 Burr Ridge, IL / 10,678
16. $68,688 Highland Park, IL / 29,819
17. $67,595 Long Grove, IL / 8,017
18. $67,116 Wilmette, IL / 27,345

Vice President Kamala Harris participates in a rally to support Illinois Democrats with Illinois Gov. J.B. Pritzker on the campus of University of Illinois Chicago in 2022. | Scott Olson/Getty Images-file

In what’s surely a painful, if only temporary, blow to his political ambitions, polls in the five major swing states show Gov. J.B. Pritzker ranks last as a VP choice for Kamala Harris.

Emerson College Polling/The Hill surveyed likely voters in Arizona, Georgia, Pennsylvania, Wisconsin and Michigan on July 22-23, with one of the questions being who should be considered for VP.

First, look at what registered Democrats had to say. In Arizona, Pritzker got just 0.2% of the vote. In Pennsylvania it was only slightly higher, at 0.5%. In Michigan, 1.1% and in Georgia, 2.4%.

Even in Wisconsin, where Gov. Pritzker has a vacation home and has spent millions on political campaigns, he still finished last with just 4.1% of the votes.

The polling outcome is brutal for the Illinois governor.

When polling results from all registered voters are analyzed, Pritzker fared about the same, though he didn’t finish last in Wisconsin, where North Carolina Governor Roy Cooper did slightly worse. The table for all registered voters in the five swing states is in the appendix.

Of course, national figures like Pete Buttigieg and Bernie Sanders performed well based on name recognition alone. And swing state politicians took the top spots in their home states. Arizona Sen. Mark Kelly scored highest in Arizona, Pennsylvania Gov. Josh Sharpiro pulled 57% of Pennsylvania Dems, and Gov. Gretchen Whitmer was most popular in Michigan.

But a lack of home-field advantage doesn’t explain why Pritzker still ended up last in all five states.

All occupants evacuated prior to the fire department arriving, fire officials said.

CHICAGO – The Illinois Department of Transportation announced today that a resurfacing of Illinois 22, from County Line Road, in Fox River Grove, to west of Rand Road (U.S. 12), in Lake Zurich, passing through Lake Barrington and North Barrington, will require daytime intermittent lane closures, beginning, weather permitting, Monday, July 29.

The $1.7 million project, which consists of resurfacing the 4.6-mile stretch of Illinois 22 and constructing new ADA-compliant sidewalk ramps, is anticipated to be completed by the end of this year.

Access to residences and businesses within the work zone will be maintained throughout construction.

The public can expect delays and should allow extra time for trips through this area. Drivers are urged to pay close attention to flaggers and signs in the work zones, obey the posted speed limits and be on the alert for workers and equipment.

Over the next six years, IDOT is planning to improve more than 3,000 miles of highway and nearly 10 million square feet of bridge deck as part of Rebuild Illinois, which is investing $33.2 billion into all modes of transportation. Accomplishments through Year Four of Rebuild Illinois included approximately $12.1 billion of improvements statewide on 5,339 miles of highway, 533 bridges and 762 additional safety improvements.

Unlike our Village officials of late, South Barrington Mayor Paula McCombie believes in transparency when it comes to informing residents on matters important to them.  The following email update posted yesterday is just one example:

“The Village of South Barrington has heard some residents’ concerns regarding the recent property auction (and purported sale) conducted by the Park District and notes the suit some residents filed regarding the same auction and sale. Some of you may have yet to learn that the (purported) buyer has applied to change the Woods Planned Unit Development to allow for a church and school on a religious campus despite the property ownership issue being in litigation.

Given these concerns, the Village has filed a motion to intervene in the above mentioned suit. The Village seeks guidance from the Judge hearing the case on whether the Village should proceed further regarding the rezoning application filed by the (purported) buyer. This motion to intervene and request to stay the zoning hearing aligns with the Village’s commitment to legal compliance and transparency.”
