Terrance Wallace wants his InZone Project in the 12,000-square-foot home on roughly 28 acres so the inner-city Chicago children of color, who are under his legal guardianship, can live in a nurturing residential environment with support. The plan is to relocate InZone from Wauconda to Barrington Hills, with the boys there before school starts in August.
Wallace, who hosted the online forum that drew about 200 visitors, said he first contacted Barrington Hills in April 2018 to make village officials aware of his plan and did not receive a response for several months. He said officials have continued to ignore his recent emails, and he has questioned whether discrimination is behind Barrington Hills’ inaction.
In a statement before the forum, Barrington Hills officials reiterated that few details were provided when the InZone proposal arrived in 2018. Wallace was directed to consult the village’s codes to ensure compliance with use of the residentially zoned land.
Village Attorney Patrick Bond told the Daily Herald that the issue solely is about how Barrington Hills’ zoning code applies to the plan.
During a question-and-answer portion of Thursday’s town hall over Zoom, Wallace eventually bristled at text queries on who would own the property and pay taxes on the six-bedroom, six-bathroom mansion that includes an indoor basketball court, a library and an outdoor pool. He said he’ll be the owner and that no one needs to know how the deal was worked out.
“Someone is asking questions about property taxes,” Wallace said. “Again, I don’t feel I need to disclose to you, me paying. As a homeowner, do you pay your property taxes? I don’t think you would be asking me this question, No. 1, if I was not Black and if I didn’t have all my boys.

But wait – Monday he/CBS said he bought the lavish property. I was on the conference call, and the reporter from the DH is being kind saying he “bristled.”
Fact is he launched into an extended tirade calling people racist for even asking. Great father figure seeing as how some of them were on the call to witness his melt down.
The Villages “position” is to uphold and enforce the laws as written and as they swore to do under oath. Silence? Zoning laws in this instance are silent on race, creed, color religion. It took 150 years to get here. Equal treatment under the law.
Sounds to me like these 220 students want new laws allowing exceptional, additional, and extraordinary rights based upon race. They scream this in the name of justice and equality. How ironic.
Were our same zoning laws racist when the village shut down rich white equestrians from running a large commercial horse business on R-1 single family property in violation of zoning law? Where were the BHS 220 BLM protesters then? Hippo-maniacs screamed and wailed then looking for exceptional and extraordinary rights. They followed the law then and we expect they will now.
If people are saying change the laws great I’m all for the concept that’s what America is all about. Again here go through the process. Petition, referendum, vote. It takes time and deliberation. But most importantly live with the outcome. Don’t expect to short cut the necessary steps without property owners who have legal rights and standing to just sit there an allow the process and laws not to be followed. They won’t. They will will rightfully sue. They will win if processes are ignored.
I have read our zoning laws definition of
“Family” and as Mr. Wallace and his boys fit that definition, I don’t see what laws need to be changed. Can someone explain that to me?
I’d also like to know why anyone would think BHS 220 Black Lives Matter protesters would have been remotely interested in protesting for commercial horse boarding, which was determined to be in violation of our zoning ordinances. I trust we’re not equating these two issues- providing a stable home (pun intended) and educational opportunities for disadvantaged boys and providing stables (or pasture) for horses.

Telling a lie often enough won’t make it true in Barrington Hills even if you went to our progressive indoctrination academy AKA BHS. Do they teach civics there?

The code and Barrington Hills defines family as: a “family” consists of one or more persons each related to the other by blood or marriage or adoption together with such blood relatives respective spouses who are either living together in a single dwelling and maintaining a common household a family includes any domestic servants thereof
I value my integrity and honesty. To make sure I am not spreading misinformation, I just double checked the zoning codes for BH. In what I just downloaded, the definition of “Family” also includes those related by “legal guardianship,” as is the case with Mr. Wallace and his boys.
As I said. I value my honesty and integrity. That’s one reason I use my real name here. In checking again, I found my internet search had taken me to the zoning ordinances of
Barrington, not Barrington Hills. I apologize for my mistake and the misinformation I spread.
I asked for someone to explain the issue to me. I find it sad you had to resort to disparaging me and others in order to do that.
