The Zoning Board of Appeals will be holding a special meeting September 10 beginning at 7:30 PM at Village Hall. The purpose of this meeting is to consider a Home Occupation appeal.

On September 11, the Zoning Board will be holding another special meeting beginning at 7:00 PM at Barrington High School. The purpose of this meeting is to continue the public hearing from this evening’s special meeting if necessary, and to then discuss, and possibly recommend, any one of the four horse boarding text amendment proposals submitted by residents to the board for consideration by our Village Board

Wow, pretty brisk schedule for the ZBA. Why the hurry Judy? Is Joe putting on the pressure to speed things along??
Yes, it’s a grueling pace, why the hurry; because Ms. Freeman has to get this done! Judy is no leader; merely another figurehead. The orders have come down from the high commander. Joe is the go to guy, and he has his hands on the bridle, but for some reason.. he can’t seem to get control. They must get their amendment passed, what will LeCompte do if it doesn’t happen?
Joe, he’s a busy man jumping from place to place.. A profesional juggler.. Acting like a pit-bull at the village. Mr. Bond makes Messer look a little boy, I salute the the two residents who put forth their text amendments for the commercial horse boarding, they show courage, conviction and a love for the village; but most of all they want to make sure that all our residents have a voice in this most important issue. I wish them well.
Judy is still mad she was voted off the school board. Needed somewhere to exert her ego. Lucky us!

Eager for the Barrington Hills Observer to post outcomes from last night’s meeting. The ZBA voted 4-3 to approve the LeCompte proposed text amendment with modifications. Despite concerns expressed by Village counsel that the process was flawed and needed further public hearing discussion, Chairperson Judith Freeman cast the deciding vote to approve.
Changes to the proposed amendment are significant, but accomplish the goal of Ms. Freeman to favor Oakwood Farms in their legal dispute. The word “retroactive” requested by Mr. LeCompte was struck, but the effect remains the same. It’s difficult to understand why officials like Joe Messer and Judy Freeman have worked so aggressively to support Mr. LeCompte over Mr. Drury. This is all in the midst of litigation and accusations that the prior President and certain Save 5 Acre Trustees allegedly acted illegally supporting Mr. LeCompte.
The changes strips away Home Occupation code protecting neighbor rights and provides commercial boarding at any property under Agriculture.
Limitations included are insufficient, allowing up to 10 horses on a 5 acre property. The impacts allowing new building under Agriculture code are potentially significant. It’s difficult to understand since there was no prior information available to the public and material was only first provided to ZBA members at the meeting.
Amazing, in 48 hours after the public hearing of two new proposed text amendments, the ZBA was able to finalize recommendations to the BOT.
